- In another bowl, beat eggs and sugar until thick. Mix in vanilla extract.
- Gradually fold the dry mixture into the wet mixture until just combined.
- Spoon the batter into muffin cups, filling them two-thirds full. Bake for 15-20 minutes until golden brown; a toothpick should come out clean.
- While cooling, mix condensed milk, evaporated milk, and heavy cream in a separate bowl.
- Poke holes in each mini cake and generously pour the milk mixture over them to soak.
- Whip heavy cream until soft peaks form and spread over each cake. Dust with cinnamon before serving.
